Abstract: This project focuses on applying Decision Support System method on Tender valuation. Two software were developed: Front-end (GUI) and Back-end (model based data analysis). The front-end GUI was developed in Visual Basic and aimed at collecting all specified aspects of tender assessment. It employed a tender analysis data inference model assumed by the tender evaluation management. It was developed based on desirable features of contemporary industrial Decision support Systems (DSS). It complies to requirements such as process interruptability and random access of problem issues. The back-end analysis program was written in Matlab and carries out fuzzy logic processing. It aimed at extracting specified data from the assumed data inference model and consolidated each assessor's comments to a single figure for comparison between different tender submissions. Extensive validation on the back-end prove that this non-linear system provides monotonic result trends with controlled random inputs test data sets. Fuzzy logic processing methods employed includes knowledge base data processing, state dependent exploration, non-linear transfer function weighting, compression and expansion. The aim is to explore the ability of fuzzy logic processing in tender evaluation.
