Abstract: Simulation and analysis in urban and environmental planning, urban management and disaster management requires accurate and comprehensive knowledge of 3D urban space, critical infrastructure and subsurface features. In order to facilitate these applications, geographic information about the features, semantics and topography of urban features, their interdependence and their interrelationships are needed. In the context of 3D urban and architectural models, much work has been done on the modeling and representation of above-ground features. However, CityGML's standardized model lacks a rich information model for multiple different subsurface structures. In this context, the main topic of this thesis, modeling a utility network ADE in CityGML, becomes a very meaningful and urgent task. In this thesis, the utility network ADE (Application Domain Extension) model is proposed and represented in UML diagrams and XML Schema file according to the OGC standard. The newly developed utility network ADE model conforms to the citygml standard and be able to define the classes and relations for the most relevant topographic objects in cities and regional models with respect to their geometrical, topological, semantic and appearance properties. In addition, a clear definition of level of details of utility network model was given in the thesis. The utility network ADE model is introduced in explaining each feature in UML diagram and XML Schema file, analysis and discussion of defining level of details, and provident examples.
