dcterms.abstractIt is frequently necessary for a town planner to estimate the population capacities of sites to be developed at specific building densities. Frequent estimates of the population capacities of land parcels defined on maps are always carried out by town planners in preparing the outline development plans for new development. New estimates will be repeated whenever site shapes and areas are changed and are needed to answer 'what if' questions about the potential effect of changing key assumptions such as plot ratio, flat size, persons per flat and community facility/open space provision standards. Therefore, it is a tedious and very time consuming task. Accuracy of population estimated will greatly depend on the area measured by the planner. This dissertation examines the current practice of land use planning in Hong Kong for preparing the outline development plan and deriving the population capacity and GIC facility requirements. Major problems have been studied in the existing practice and a proposed solution is provided to solve the problems in this paper. A population density model is integrated with GIS in order to facilitate the town planner's task. The system is developed to be more user friendly and respond flexibly to the user's range of demands. Prototyping and recursive consultation processes were used for the application development of this project. At last, the system is evaluated and recommendations are suggested for future developments.en_US
