Abstract: The study is to understand the human rights of persons with intellectual disabilities (ID) in Hong Kong from the perspectives of social workers, persons with ID and their parents. It aims to reveal the voices and their experiences of the growing need for human rights in different lives. Discussions in this study include human rights expectations of persons with ID and their parents, responses, and strategies in the face of human rights violations. Social workers are helping professionals who provide social services to people with ID in different rehabilitation service units. Human rights protection in service units and social workers’ responses to human rights will also be explored.
The conceptual framework of human rights in this study is based on the Universal Declaration of Human Rights (UDHR), which recognizes that all people, including persons with disabilities, have certain rights in different aspects of life. Sixteen informants were interviewed. The transcript data were critically analyzed through thematic analysis. Their experiences and opinions are presented and deliberated.
The impacts of social work practice in a rights-based approach, provision of fair choice of lives of the people with ID, social work education, research knowledge, and rehabilitation policy are discussed in detail in the study. Five areas, including (i) the difficulty of the persons with ID and their parents meeting their expected human rights, (ii) the failure of service units to provide adequate human rights protection for their ID service users, (iii) the persons with ID and their parents were used the passive ways in facing violation of human rights, (iv) the human rights of persons with ID were not a priority for social workers when providing services, and (v) parents played an important role in addressing the human rights of their ID sons/daughters are presented. Furthermore, the limitations and suggestions for future directions of service delivery and research are also examined.
