Abstract: Clothing industry is the largest earner of Hong Kong in the year 1998 accounting for 40% of the territory's domestic exports and the US market picked up almost 50% of the total clothing export values for the whole year. Hence, Hong Kong relies heavily on the US clothing market. In recent years, some of the Hong Kong leading industrialists, went overseas and set up offshore production or joint-ventures throughout Asia and many parts of the world. When Hong Kong productions tended to shift to multiple country operation, they faced the new requirements from the US overseas' buyers who have proposed an extensive and demanding criteria in vendor evaluation. To avoid conflict and to reduce the vendors' burden, it is the responsibility of the local buying offices and agents to disseminate the guide-lines to their vendors and to let them understand the US company's requirements and concerns. This thesis aims to develop a practical guideline of vendor evaluation system for the Hong Kong Clothing industry. The study is based on the current practice used by one of the US biggest department store's buying offices in Hong Kong, the Sears Buying Office Inc. A comparison will be made with the information collected from the questionnaires sent to the other major buying offices and agents in Hong Kong. The results will be summarized and analyzed in the aspects of changing trends, expectations and criteria of the US-style's vendor evaluation. Also the impacts and difficulties faced by the clothing industry will be reviewed. It is envisaged that the guidelines will provide a solid foundation for the clothing buying office and agent to implement a vendor evaluation system, which can establish a good vendor partnership.
