Abstract: TQM is a management philosophy. Many organizations in the world are choosing it after it has been successful in Japan. However failure cases were more than successful ones in the pass decade. In this report, the relationship between leadership, shared quality values, and implementation of TQM would be studied. After investigating into the Eveready Group, the relationship between perception of top management leadership style and staff attitudes in TQM implementation was uncovered. The importance of shared quality value was also confirmed. For successful TQM implementation, top management should reduce the value gap through broadcasting of Mission or Quality Statement. However, the most important thing is "walk the talk". Top management should show their confidence through their actions, commitment, and leadership. Otherwise it had better to do nothing. Lastly, do not expect too high. TQM is a long-term process that benefits cannot be obtained within one or two years.
