Abstract: In recent years, tertiary institutions in developed countries years have made extensive use of Course Management Systems (CMSs), software packages designed to help educators create online learning communities. To date, however, such packages have been little used in institutes of higher education in China. In this paper, we describe the implementation of an e-learning project on a campus in China and seek to determine the benefits, if any, of using e-Learning systems such as CMSs, while implementing a novel approach to the delivery of an IT course, Student Centered Teaching with e-Learning (SCeT).
