Abstract: This dissertation is to describe how a Hong Kong company reengineers its existing shipping process from off line to become web enable. Even though the logistics cost in China comparative low in shipping clerical staff, many Hong Kong companies with manufacturing sites in China still arrange shipments via Hong Kong to other export countries. Logistics services in Hong Kong are having competitive advantages in its advance logistics infrastructure and efficient customs clearance. These are prime important for urgent shipments which require short lead-time arrangement. On the other hand, the company needs to create two invoicing systems in both China and Hong Kong for customs clearance, these documents can't be eliminated no matter it is outsourcing or being done in house. In this particular example, the system between corporate and site are working independently. Link up the two systems in order to share the same data base between all sites & corporate for a company is the most effective way to eliminate duplicate data entry work, improve job efficiency and save cost. However, it includes the change of existing working method so as to eliminate all non-value added work throughout the whole process. The theory of reengineering meet existing environment perfectly as information technology continuous upgrade, easy Internet assessment & lease line installation and Web-based method links up with mature shipping staff knowledge. Starting from scratch, the company fast link up web-based method with shipping expertise knowledge, then it redesigns the existing shipping system to enhance operations reduce operation cost without sacrificing the service quality. And finally the company further re-arranges Hong Kong shipping department to redefine their roles & responsibilities so as to increase the effectiveness & efficiency of the shipping system. Through the case study, the successful result encourages our study. A web-based shipping system can improve our existing work significantly. Furthermore, we can apply the same concept to link up with outsiders, such as forwarders system. The benefit is to eliminate unnecessary data entry work and decrease the booking time for forwarders shipment arrangement. We will extend the evaluation on other sites to demonstrate further that the study does help our operation works.
