| dcterms.abstract | MTR Corporation Limited (MTRCL) is considered as one of the major government-owned enterprises which has been profitable since its inception. After the listing of MTRCL in October 2000, it was the first ever privatization exercise of government-owned enterprise in Hong Kong history. The experience obtained during the course of the preparation and post privatization would become a precious reference for any future similar moves. The effectiveness of the post-privatized MTRCL governance is expected to have improved, at least, in terms of independency in governmental control. MTRCL is then supposed to be performing as a commercial company who considers the profitability as the only consideration in all decision-making processes. However, several incidents have happened to the MTRCL that raises the concern if this expectation prevails. A brief outline of the MTRCL's history and the governance aspects comparison are presented. Then, the major incidents, which are considered being the obvious examples of government's intervention to MTRCL governance, are described so as to demonstrate that the concern does exist. The concept of governance chains and grabbing hands, which was just published recently by the World Bank, is introduced and used as a benchmark in reviewing the post-privatized MTRCL governance conditions. This cross checking exercise would be able to provide a comprehensive picture about the MTRCL's different governance perspectives. Those factors, which are considered contributing to the ineffective governance, would be revealed accordingly. | en_US |
