Abstract: In the construction of Public Housing's Projects, it is difficult to maintain a satisfactory standard. A lot of public concerns about the quality of housing estate projects and the quality control system have been received especially during the past few years in Hong Kong. The aims of this dissertation is a study of the effectiveness of the quality control system (PASS) currently employed by the Hong Kong Housing Authority (HKHA) and aiming at improving the quality control system of HKHA. Since the building industry becomes increasingly complicated over the year, a vast number of housing estates are accrued and the implementation of quality control becomes more difficult. Time is wasted in search of and assembling information from different sources. The primary aim of this research is to evaluate the PASS system and propose a supplementary plan for quality control system employed by the HKHA, so as to improve the effectiveness of the quality control and the quality of public housing projects. The method of this research is that an analysis of the nature of the quality control system currently employed by the HKHA is carried out through a literature review and questionnaire survey. Finally, the expected conclusion is that a proposed supplementary plan for improving the control system of HKLHA projects is developed in order to improve the effectiveness and overcome the deficiencies of such quality control system. It is hoped that this research can make a good contribution to the body of knowledge for improving the existing Quality Management System adopted by the Hong Kong Housing Authority.
