Abstract: In the most recent 100 years, human society has experienced great changes and these changes have spurred on tourist activity and intensions. As one of the particular resources for tourism, historical culture is playing a very important role and at the same time springing the development of China's tourism industry. Since the 1990's, China's historical culture cities have been facing severe challenges in the processing of industrialization, urbanization, and modernization. A method to keep these historical culture cities' sustainable development between protection and tourism development seems necessary and meaningfully. This research focuses on one of the first 24 national historical culture cities-Shaoxing. In order to achieve research objectives, the researcher used two research methods: questionnaire, and in-depth interview with case study. The researcher first analyzed Shaoxing's domestic tourism market, then summarized the character of visitors to the historical culture city, and finally integrated city protection and tourism development into the realistic conditions of Shaoxing. In addition, the researcher is making suggestions on how to handle these problems in other historical culture cities in China.
