Abstract: On November 30, 1993, the Office of Telecommunications Authority announced that three additional licenses for operating fix telecommunications network services in Hong Kong will be granted to three local companies to end the monopoly on local telephone service when the current license expires on June 30, 1995. Telecommunications users will be able to choose to buy services from anyone of the four telecommunications network services providers. This starts a new era in the telecommunications industry in Hong Kong. This project is a study of the industry structure and environment of the fix telecommunications network service industry under deregulation, and its implications on strategy formulation of a new market entrant. The study has revealed that the industry structure of fix telecommunications network service industry is made up of major influences such as capabilities of competitors, bargaining power of buyers and suppliers, threats of potential entrants and substitution products and services. Due to the specific nature of telecommunications industry, government policies and regulations and other indirect factors such as economics, technological development, business culture and corporate culture are also important constituents to the industry environment. The success of the market entrant will depend on its competitive strategy and its ability to maintain competitive advantage in the industry environment. Data from the research have indicated that focus differentiation strategy would be most likely be adopted by the new market entrant. Differentiation on product by offering innovative new services, quality customer services and technical supports will enable the new market entrant to gain competitive advantage. Another observation from the research project is that after the introduction of the new market entrants, there will be excess fix telecommunications network capacities. It will be important for the market participant to maintain maximum utilization of her network in a profitable manner. Due to the dynamic nature of telecommunications industry, the new market entrant is encouraged to timely revise its strategy to respond to the changes of the industry environment. Even better will be for the new market entrant to take approaches to participate in shaping the future of telecommunications industry in Hong Kong.
