Abstract: In the past, many health and safety journals and thesis pointed out that the main causes of occupational accident, injuries or disease were due to the inadequate safety and health awareness, knowledge, education, training and involvement of employers and employees, limitations on the working environment, insufficient resources and consultation; lack of commitment at the enterprise level to drive the safety message across the organisation structure and deficiency of safety policy in orgainsation. These points mostly stressed on the problems coming from the employers, employees and their organisations but without emphasized on the effect of the relationship and cooperation between the employers, employees and enforcer to enhance the standard on occupational safety and health(OSH). In this research, an investigation of the OSH situation of present industrial scene is conducted by means of a intensive survey so as to understand the barriers and difficulties encountered by the employers and employees in improving the present OSH situation and establishing a tri-partner correlation with the enforcers in enhancing the OSH standard. Then, in a macroscopic view, a tri-partnership model is developed to illustrate the inter-relationship between employers, employees and enforcers in taking up a share responsibilities for improving the OSH problems within society. Also, in a microscopic view, a systematic approach by IDEF modeling (road-map diagram) on developing an OSH management within an organization is proposed for the employers and employees with the assistance from enforcers to improve the OSH situation within individual organization and ultimately to develop a safety culture in the organization.
