Abstract: Environmental issues are universals, and pollution knows no boundary. This study focuses on the implementation of water pollution control. The main findings of this study reveal that the approaches and principles in water pollution control are similar between Shenzhen and Hong Kong. Enhanced Hong Kong and Shenzhen environmental liaison at different levels in the hierarchy would be beneficial. The effective implementation of the water pollution control legislation depends on many factors such as political, economical, social, legal, technical, historical and geographical factors etc. From an industrialist viewpoint, the impact of environmental law in water pollution is not significant in determining the location of a factory. From a government viewpoint, more resources are required for the Control Authority in both cities. The Author recommends the strengthening of the role of government co-ordination and the organisational design in both cities. From a public viewpoint, environmental consciousness is increasing. The public is now more prepared to register a complaint against a water pollution problem.
