dcterms.abstractRoad excavation either for the laying or for the maintenance of the underground utilities is not uncommon in Hong Kong. Also, roads need to be re-surfaced from time to time under normal wear and tear. To avoid unnecessary disruption to road users, the government has laid down requirements in order to limit the amount of road works within an area. Before an utility undertaker can open a road section for laying of a new utility system or for maintenance purpose, he has to apply to the government for an excavation permit. The utility undertakers are thus, required to give advanced notification to the government of their proposed road excavation work on the carriageway before they can start work. By this method, the government will have a better control on the amount of road works. The main objective of this research is to investigate whether a geo-informatics system (GIS) is applicable to managing the excavation permit applications so as to develop a customised GIS programme to do the task. In this project, the feasibility of using GIS to do the job is being investigated. Then, the user requirements are determined for the design of the system. Finally, a customised GIS programme is developed to process the permit application and a case study will be used to demonstrate the workability of the system.en_US
