Abstract: Recently, the use of video images has added a new dimension of the multimedia technology by providing a more efficient and lively means of conveying complicated concepts and illustrations. The main bottleneck of this approach is the requirement of large amount of storage space and channel bandwidth for handling the enormous amount of information that are contained in the images. The problem is more crucial in applications involving motion pictures. To make widespread use of digital imagery practical, image data compression becomes a must. With the example of internet, public switched telephone network (PSTN) becomes the most popular communication media for networked multimedia. It is generally more economic and available. While we may demand high fidelity in our broadcast video viewing, we may in fact be more comfortable being viewed by others with less than broadcast quality in some application. In this project, a real world JPEG application system called TeleVideo System-TVS will be studied. TVS is a real-time remote monitoring system. It can play back the real-time captured and compressed video frames sequence transmitting over a PSTN from remote end. TVS now is still a frame-based video sequence playback system. It is due to the fact that standard JPEG with baselined quantization table could not achieve better compression ratio with acceptable image quality. Therefore, it drives the further study or research on improvement of the frame refresh rate. With JPEG baseline image compression, the tradeoffs between image quality and size is limited to the quantization parameters tuning only. In this project, an additional method for balancing the compressed image size and quality will be studied. It is the image resolution reduction. The experimental result will be practically implemented in TVS.
