| dcterms.abstract | The objective of this study is to evaluate the impact of the Employees Retraining Scheme in Hong Kong. Literature related to retraining and active labor market programs is reviewed. The methodology of impact evaluation adopted by World Bank is used. Both the qualitative and quantitative analysis is carried out. Data from the Scheme especially those from the financial year 2000/01 will be studied in detail. With the available information, the Scheme proves to be effective. The post training employment rate and earning is encouraging. However only a limited number of unemployed is served. There are areas for improvement. Future research agenda is proposed. | en_US |
