dc.title3D visualization of the IHO standard electronic navigational chart dataset with a marine GIS modelen_US
Traditionally, Sailing Directions are compiled to assist mariners on a vessel to navigate safely within a port and its approaching waters by providing essential and adequate information in all aspects of navigation such as hazards, pilotage, buoyage etc. Advances in technology have benefited port authority as well as navigators to improve safety as well as efficiency; e.g. the Vessel Traffic System for traffic management, and the Electronic Chart Display and Information System (ECDIS) for precise navigation. However, the use of textual information from Sailing Directions has not changed over the years. With the advancement in data collection and information technology, navigational technique is migrating from traditional paper charts into an intelligent navigation system using electronic chart data set. The International Hydrographic Organization Standard S-57 is the de-facto standard for the transfer of digital hydrographic data and was specifically designed for one of its important product, the Electronic Navigational Chart (ENC). The ENC with all the features of its corresponding paper chart but illustrated in digital form puts the traditional paper chart into an intelligent information system. Other than being used as a nautical chart in digital form, one potential application of the ENC is to make use of the same dataset on a GIS to perform the function of a traditional Sailing Direction. The objective of this project is to explore the use of the IHO S-57 Standard ENC and to develop appropriate tools to visualize the dataset in a Marine GIS Model. This will be the prototype of the feature Electronic Sailing Directions.en_US
