Abstract: Motivation is a long term problem in large organizations, especially in government departments which are considered to be unwilling to change. Airport Division of the Immigration Department, being one of the disciplinary services in Hong Kong, is also facing the same problem. In a scare resource situation within the government, the Immigration Department is facing a zero growth or even negative growth in manpower, despite the fact that the workload is ever increasing. With the help of modern technology, some of the problem may be solved. Nonetheless, if we are able to motivate the staff to yield a higher productivity, the operation of the Airport Immigration will become more effective and efficient. After a brief introduction about the Airport Immigration and a general understanding of the productivity (performance) in public organizations, the paper then looks into some of the motivation theories, concentrating on process theories, especially the Porter and Lawler model of the process of motivation. Since it is not possible to look into all the ranks working in the Airport Immigration, the paper will only focus on one of the major functional ranks - Senior Immigration Assistant (SIA), which has been identified with performance problems. Some background information about the SIA rank and their situation in the Airport Immigration will be given. Statistics regarding officers' sick leave situation, reporting late situation and other records relating to performance are gathered from the Administration Unit of the Airport Immigration in order to identify those performance problems within the SIA rank. Questionnaires have been sent to the SIAs in order to find out their attitudes towards the aspects of the Porter and Lawler Motivation Model. With all the information available, it is possible to make an analysis on the performance problems of the SIA rank which are related to motivation and also make a comparison with the Porter and Lawler Motivation Model to find out its applicability in the SIA rank. Finally, the paper also brings out some of the recommendations by the theorist in implementing the motivation theory and also consider those can be practiced in the Airport Immigration in order to improve the performance.
