Abstract: This article explores the transformation process of worldwide electricity industry towards the competitive market using the exploratory research technique. The study attempts to locate and analyze the major catalytic determinants of transformation, the transitional strategies adopted by utilities and the critical success factors of a competitive market. Comparative case studies are applied in exploring the catalytic determinants and the transitional strategies. A survey of employing questionnaire is conducted on finding the transitional strategies adopted by utilities in five states of the US. A case study of the UK's model is employed in determining the critical success factors of a competitive market Three paradigms are constructed based on a proposed transformation framework. The first paradigm indicates that at least seven major determinants are affecting the pace of transformation. The key determinant is the existence of a path-breaking national leader of a country. Others factors include three catalytic and three inhibiting elements. The second paradigm shows that the transitional strategies adopted by utilities are determined by the nature of ownership, the nature of core business, the pace of transformation and the government policies. The last paradigm depicts the critical success factors of the formation of an impartial competitive electricity market.
