dcterms.abstractRegistration to ISO 9000 quality management system has become a prerequisite in the Hong Kong construction industry. However, a number of previous surveys/studies indicate that benefits of this certification were not significant and even some were below the original expectations. Accordingly, the level of awareness to implement Total Quality Management (TQM) in the Hong Kong construction industry has considerably increased. In December 2000, with the emergence of the Year 2000 version of the ISO 9000 quality management system, which is much closer to the TQM philosophy, organizations certified to the 1994 edition of the ISO 9000 series will need to prepare themselves for re-certification to this new version. This research study has been conducted to identify key successive factors for the Hong Kong construction industry to upgrade from quality assurance to TQM (or transition of existing ISO 9000:1994 quality system to ISO 9000:2000 version). In addition, the respondents' views on the present status of applying various quality management systems in the Hong Kong construction industry and their practical experiences have been evaluated through questionnaire surveys. Case studies have also been carried out to review this transition process in two individual construction companies. The results of the surveys revealed that the most important factor for a successful transition was the top management's commitment to quality, followed by recognizing the real motivations for pursuing ISO 9000:2000 and/or TQM. Besides, the survey results also indicated that the top three difficulties being faced by the respondents during the transition/upgrading process from ISO 9000:1994 to ISO 9000:2000 and/or TQM are "change in culture", "not fully understood by staff the requirements of ISO 9000:2000/TQM", and "lack of strong senior management involvement/support". The recommendations are made as: (1) implementation of employee quality awareness program, (2) promotion of recognition and reward system, and (3) engagement of training and education program. This research study can serve as a reference to be made by construction firms to facilitate a successful transition/upgrading process.en_US
