Abstract: This dissertation is firstly to review the current and analyze the problems of the quality management system being used in the Building Services (BS) field. The BS field includes both BS consultants and contractors. Secondly is to find out the missing Total Quality Management (TQM) elements in the current practice of Quality Assurance (QA) system. Interpretation of the ISO changes is therefore an essential part of this dissertation. In order to get a real picture of the current quality system in the BS field, a survey to both BS consultants and contractors, plus interviews is conducted. One of the popular statistical tools, SPSS for MS Windows Release 9.0, is used to analyze the survey results, the crosstabulation and correlation of the major findings, such as number of non-conformities (NCs) and management reviews, number of system and technical audits to NCs and the likes. Finally the dissertation will be ended up with conclusion together with the summary and recommendations to improve the current quality management system towards TQM.
