Abstract: According to recent studies, software outsourcing has emerged as one of the top ten most important issues facing different organizations, not only locally, but also in other parts of the world. Unfortunately, nearly thirty percent of outsourcing relationships ended poorly in anything from general dissatisfaction to legal actions. In Hong Kong, there are among an increasing number of companies turning to outsource as a strategy to improve cost control, product quality, product development schedule reduction, and focus on core business activities. They are also trying to take advantage of China's IT labor force and/or explore the huge potential domestic market, software outsourcing or insourcing across the Hong Kong and China border is becoming all the more popular. However, there is no study in this area. The main purpose of this study is to fill the gap in software outsourcing research by examining the software outsourcing and offshore development activities in Hong Kong and its relationship with China's IT industry. We start by learning the existing outsourcing experiences in general and using them to design our questionnaires. After that, we study the existing Hong Kong IT industry and try to find out the strengths and weaknesses of it. We also study the China's IT industry as an outsourcing and offshore development center, to see what the barriers and opportunities are. By comparing it with other outsourcing countries, to find out the advantages and disadvantages. Through our survey results and interview, we examine the existing situation of outsourcing activities, the trends and the outsourcing models used. We try to answer the questions: why do the companies choose outsourcing and why China is the preferred outsourcing country for Hong Kong software industry. Lastly, we will suggest some recommendations about software outsourcing and offshore developement over Hong Kong and China border.
