Abstract: The Architectural Services Department (Arch.S.D.) is a government department which is responsible for the design, construction and maintenance of building properties in public sectors. Currently, in-house manpower and outsourcing are the two alternatives used to complete building projects. This project tries to demonstrate how a decision support system can facilitate more effective and efficient planning and allocation of human resource for completion of building projects. The research objectives of this projects are as follows: 1) to demonstrate the feasibility of DSS approach to support decision making in the public sector by designing a DSS to improve human resource allocation, planning and budgeting in Architectural Services Department of the Hong Kong Government. 2) to build the DSS prototype (according to the design completed in (1)) with a view to develop it into a full-fledged system for implementation in the department to support relevant decision making. A prototype decision support system has been built with Miscrosoft Access to meet the above objectives. The system provides quantitative analysis to deal with the decision variables. For those intangible factors (such as the expected benefit of using either in-house manpower or outsourcing to complete projects) involved in the decision making process, users are required to specify the considered factors and a 'weighted average' approach is used to calculate the yield of each alternative. In addition, a device is provided by the system to facilitate users to review the considered factors after implementation of the options chosen so that users can gain insights of the decision making process. The contribution of this research is as follows: a) According to the result of system evaluation, the prototype decision support system built successfully meets the user requirement and solves the existing problems in resource allocation, planning and budgeting process in the department. b) In view of the situation of the public sector that there are often conflicting and intangible goals or factors involved in the decision making process, this research demonstrates the feasibility of using decision support system in the public sector to facilitate organizational learning about the interaction and casual relationship of decision variables. This learning process may help to build up the knowledge base of the decision making process and pave the road for developing more sophisticated systems such as intelligent decision systems to deal with the situation.
