Abstract: Quality education has become the heated topic area at all levels of education. The "Final Report on Strategic and Organisation Review of the Vocational Training Council (VTC)" to the Secretary for Education and Manpower on August 1996 stated that establishment of quality teams is needed to provide a more critical internal capacity to review effectiveness of the courses. The purposes of this study are : to examine the current status of the quality in the merchandising stream of the Diploma in Clothing with respect to the performances at the Technical Institute and the performance of graduates at work; to offer a plan for quality improvement of the merchandising course. The study was conducted in the Department of Clothing Technology of the Kwun Tong Technical Institute. It focused on the survey of learning & course outcome, assessment of the Department, employability, and the effectiveness. A framework of quality improvement plan for merchandising course was formed after reviewing the relevant literatures. Relevant indicators were selected as the basis for evaluating the performance of the course. Data were collected by means of questionnaires, interviews and visits. The study's findings indicated that there were rooms for improving the quality of the course. The findings of the study reveal that the course could be improved if the failure rates on certain subjects which involve descriptive and calculation skills can be cut down. In addition, the quality of the course could also be improved in the areas such as quality of teaching, academic support services in support with students learning, course admission exercise, curriculum design, effectiveness on the expenditure of resource, etc. Improvement plans are proposed and suggested to the Department for consideration and implementation.
