dcterms.abstractA pavement management system (PMS) is a system of information collection, analysis and decision-making designed to permit the optimization of resources for the maintenance, rehabilitation and reconstruction of pavements. The demand for a computerized pavement management system increases as the work efficiency, public enquiries, road maintenance & rehabilitation workload increase. At the same time, the Government of Hong Kong Special Administrative Region is limiting growth in the civil service. It is therefore essential for the management to take the initiative to review the work processes in order to improve the work efficiency and office productivity to serve the public as effectively as possible. Based on the existing organization structures and the existing pavement management system (namely, MARCH System) in the Highways Department, the writer aims to prepare a report of combined Feasibility Study and System Analysis & Design (but excluding sizing models, resource implications, risk & impact analysis, cost estimates, cost & benefit analysis, and training plan) for a computerized pavement management system (PMS). The outputs in this dissertation include identifying and describing the problems of the current PMS, suggesting improvement in the required PMS, developing a prototype for the required PMS, evaluating the prototype, and making recommendations on the implementation of the required PMS.en_US
