Abstract: In recent years, Hong Kong Housing Authority has developed a poor and inferior image in quality of public housing. Public housing quality problems have been widely covered by the media. The piling problems, foundation deficiency, uneven foundation settlement, water leakage and inferior workmanship are typical examples to unacceptable housing quality standard. Hong Kong Housing Authority has review the quality through public consultation to the consultants, contractors and suppliers, with the publication of Consultative Document - Quality Housing - Partnering for Change in January 2000. The Consultative Document provided an analysis of the perceived problem in quality housing and map out the 4 "P" strategy in uplifting the building quality. This dissertation starts with the literature review in the evolution of public housing development in Hong Kong, the achievement by Hong Kong Housing Authority and public concern on various public housing issues. The main problems and challenges facing by Hong Kong are analysed in this dissertation. The 50 recommendations from Consultative Documents (refer to Appendix A) was part of the action to improve the quality of public housing. This dissertation examined the impact and awareness of "Quality Housing - Partnering for Change" and identified by further expanding on the 4 "P" strategy in the abovementioned Consultative Document. 345 nos. of questionnaires were sent and 50 nos. of questionnaires were returned and analysed. The study has established that the level of awareness of the Consultative Document has the potential to improve the quality of public housing. Therefore, we strongly recommend that a more effective programme to promote the awareness of "Quality Housing". The discussion forums should be opened to all project team members especially those front line staffs directly involved in the construction. The returned questionnaires indicates that the main problems to quality of public housing are: client focus on the lowest price at the tendering stage and the narrow profit margins in construction of public housing. Through examining the results of questionnaires, the sustained improvement is driven by ever-rising expectation from the customers and the community. The client should seek to develop a customer-oriented approach that would create the superior value for customers.
