| dcterms.abstract | As a huge budget deficit looms for Hong Kong, and the economy remains in the doldrums, the Government is looking for ways in which to provide and indeed raise the levels of public services, at the least cost to the general public. The objective of this report was to investigate the adoption of Public Private Partnership ("PPP") for the procurement of construction projects and it's implementation in Hong Kong. Using a reference case study of the British Broadcasting Corporation partnership with Land Securities Trillium, the paper explored similar opportunities for the relocation of Radio Television Hong Kong's ("RTHK") headquarters and studios, examining whether PPP was a suitable procurement method for the new RTHK building. The research also considered the role of the facility manager with respect to PPP and the RTHK project. The research concludes that the motives for using PPP in Hong Kong exist, and that support from both the public and private sectors is growing. Its use for the new RTHK headquarter is recommended, although a variety of hurdles need to be overcome. The facility management industry is also expected to have an increased presence in Hong Kong, should PPP be used as a major procurement method in the future. | en_US |
