dcterms.abstractHong Kong Air Cargo Terminals Limited (HACTL) is going to build a new cargo terminal in Chek Lap Kok to provide competitive air cargo handling services in the new airport. The new air cargo terminal is designed to handle an annual cargo throughput capacity of 2.6 million metric tonnes to meet the economic growth in the next decade. In order to handle such an enormous cargo throughput, the cargo handling system in the new terminal must be maintained to a very high standard of reliability. In addition, HACTL will change from a franchised environment to a competitive environment. All this leading HACTL to enhance both the productivity and quality services to airlines and customer. In view of engineering department, there is a need to set up new maintenance strategy and minimizing the manpower requirements in order to improve productivity. In addition, there will have various information and management systems integrated to the CHS equipment in order to achieve higher efficiency. Moreover, the performance of the Cargo Handling System(CHS) must be measurable and can achieve target values. The author will develop the custom made measuring methods for the cargo handling system. In order to achieve continuous improvement, the need of develop and apply quality system to the CHS equipment is essential. The author will demonstrate and make application of quality tools to the CHS equipment. Finally, the author will conduct a pilot test to evaluate the developed quality system. The feedback and comments for user department and others will be take into account. Then, the system is re-iterate and modified accordingly. It can ensure the implementation of the new maintenance system is feasible, effective and with continuous improvement. All this can sharpen the competitive advantage of HACTL in the future competitive environment. This project will serve as a management proposal on maintenance strategy for the Cargo Handling System of HACTL's new air cargo terminal. The top management of HACTL has expressed their interest to this project and would like to see its successful trial and future implementation.en_US
