Abstract: The growth of trade between China and other countries creates continuous increase in the demand of Hong Kong container terminal throughput in 1990's. To cope with this increase, the operating capacity of some operations inside the terminal has to increase. One of these areas is the gate house where trucks arrived at the terminal and their information recorded. If the gate house does not have enough capacity to meet the demand, the queue up of trucks waiting for service may interfere with the traffic flow in public road traffic, which is not acceptable. The objective of this project is hence to improve the processing capacity of the gate house by designing a new gate house system. A knowledge based simulation model has been developed to assist the design of the system. In designing the new system, the existing process was first studied. Areas of improvement were identified and new methods in the operations were introduced. As there were a number of improvement areas and new automation methods, a knowledge based simulation model on the gate house has been established. Using this model, a number of feasible improvement plans were formulated and their performances were assessed. The best scheme amongst them was selected for implementation. The knowledge based simulation model consists of 3 main modules: simulation module, knowledge based module and output analyzer module. The simulation module is responsible for the development and exercising of the simulation model for new designs. The knowledge based module generates process/hardware configuration from the user specification and the knowledge base. Linkage among these 2 modules enables simulation of different process/hardware configurations. The output analyzer module works on the output of the simulation module to produce reports, time plots and histograms. In this project, the knowledge based simulation model has been used for the design of gate house. There were totally 4 feasible new designs that were generated by the knowledge based module. These feasible new designs were simulated one by one to obtain their operation performance. Together with other major selection criteria such as cost and reliability, the scores for these 4 feasible designs were compared with each other. The design with the highest score was selected to be the optimal design. As a conclusion, this methodology provides fast, workable and optimal configuration for new system design. It can be extended for other application in queuing system or process that requires automation design.
