Along with the globalization and technology innovation, the telecommunications market has become more and more competitive. Facing cost increases, domestic telecommunications carriers see their benefits decreasing. This gives more importance to theory of Third Profit Resource and Cost Iceberg in procurement management and leads to the further discussion with focus on procurement key factors, reform and other theories. We already have achieved a relatively complete research on supply chain in manufacturing industry. We need to develop a more systematic and practical research on the procurement system for telecommunications enterprises. This thesis intends to, together with empirical work, build up a theory and model of improving the match of material classification and procurement method to enhance procurement performance, figure out practical method to improve the procurement efficiency, the overall benefit and competitiveness, based on CNC's situation and reasonable classification of telecommunications material, Procurement Manager Indicator (PMI) theory and method of hypothesis-and-prove. Research Details are bellows: First, I will identify the related factors affecting the procurement based on reference search, and determine the particular factors in telecommunications enterprise procurement performance based on PMI theory and conclude the main points of this thesis. Second, build up a model with independent variables of material classification and procurement method, intermediate variable of match of classification and method and dependent variable of procurement performance based on CNC's situation, together with the hypothesis. Third, Design a questionnaire for the model and conduct a survey with the sample of all CNC provincial branch companies and part of area and city branches. The empirical work includes analyzing data with Least Square linear regression and correlation analysis, modifying the equation, and testing the hypothesis by SPSS, which shows positive correlation between procurement performance and match of method and classification, then determine the linear equation of procurement performance and match of method and classification. Finally, test the hypothesis in this research by CNC real procurement management cases and analyze the actual effect of match of method and classification to procurement performance. The conclusion is that different materials should apply with different procurement methods based on reasonable material classification. This is an important method to improve procurement performance. This thesis discusses the theory, model and method of match of method and classification as an improvement factor for procurement performance. This discussion is new in procurement management of telecommunications industry and will be helpful in the procurement management reform in large-size enterprises. And CNC cases show the improvement in actual procurement practice.en_US
