Abstract: This project attempts to pursue an effective strategy for the commercialization of WIO in Hong Kong (WIO is a new technology which can mix water with diesel to form a new emulsified fuel that possesses both environmental protection and cost saving benefits). The difficulties confronting such commercialization are great because the market is strongly dominated by big oil companies. A methodology in formulating the quested strategy was developed based on various corporate strategy and marketing theories as well as public issue management frameworks. A survey using questionnaire was also conducted to test the market and to identify critical issues. Having gone through the process of analyzing the environment and choosing between different strategic choices, solution for the critical issues were found and a strategy was formulated. The strategy so developed provides WIO a path to business and is essentially composed of three consecutive steps: 1. Verification of the new technology; 2. Securing the adoption of the first heavy-user; and 3. Enlarging of the market share through public issue management manoeuvres.
