Abstract: Technological innovation is a modern national, industry and corporate strategy to boost economic growth and enhance corporate development. Its importance and contributions on improving business performance and technological development are highly recognized by both government and commercial entities. Nowadays, technological progress effectively assists enterprises to generate and achieve a sustainable industrial growth. China, being a 'late corner' to the modern technological world, the government stresses its emphasis on technological development and persistently implements a series of technological policies. After the economic reform commenced in the 80's, the government designates enterprise as a major innovation body, technological programs are encouraged to launch at enterprise level. During years of development, Chinese consumer electronics industry is emerged with the most distinguished technological performance, this industry started from almost zero, it gradually caught up the international competitors in terms of both production output and technological improvements. Under the intensive pressure of local and global market competition, Chinese manufacturers formulated a series of innovation strategies, executed various technological innovation programs, like establish innovation institution, conducted intra and inter-industry technical cooperation, etc. Their successful and sound performance throws light to other Chinese industrial sectors when design and implement similar innovation activities, certainly some failure cases along the due course also give lessons to the followers to prevent them from stepping into same tragedy. This paper summarizes current theoretical concepts of technological innovation program, explains characteristics of technological innovation activities, introduces an integrated model on innovation patterns, product life cycle and financial analysis pertained to consumer electronics industry. This paper takes take an in-depth study on technological innovation programs of Chinese consumer electronics manufacturers, depicts their development history, innovation strategy, institution, approach and achievement, evaluates the establishment of Chinese consumer electronics industry from technological aspect, elaborates rationales in behind when Chinese manufacturers selected their innovation approach, assesses and addresses to problems, threats and challenges against technological innovation programs. This paper takes 'innovation pattern' and 'learning process' as two key focuses when studying technological innovation behaviour, both terms will be alternatively adopted to evaluate and measure successfulness and effectiveness of innovation programs. It illustrates and explains how Chinese manufacturers construct and enhance technological capabilities by advancing their innovation strategies and learning programs through step by step action. The profile of Chinese consumer electronics manufacturers on technological innovation programs suggests and proves how innovation activities can assist industrial 'late comer' to catch up and narrow down technological gap with developed countries and industry leaders.
