dcterms.abstractThe dissertation begins with the global development and overseas experience on public sector reform, then follows by background of public sector reform in Hong Kong. The trading fund is one of the different types of executive agencies described in the Public Sector Reform document of the Finance Branch of the Hong Kong Government announced in 1989. In this dissertation, the feature, legislation and development of trading funds in Hong Kong are discussed. This dissertation then concentrates on conducting an empirical study and detailed assessment on one of the trading funds established in the government, i.e. the Electrical & Mechanical Services Trading Fund (EMSTF). The establishment, objectives, clients and critics of the EMSTF are reviewed to evaluate the services, organisation, operation, weakness, and potential of the department. The strength, weakness, opportunity, threat and the development of the EMSTF are evaluated and analysed in the dissertation. A comparison of the EMSTF with other trading funds and an analysis on the critics of the EMSTF are made. The empirical study on the EMSTF mainly concentrated on the observation of the establishment and operation of the trading fund up to 1999, as the EMSTF would face open market competition from 1999 onwards, the degree of success of the trading fund would worth further study. The possibility of success for the EMSTF is also analysed and forecasted in the dissertation. In analysing the possibility of success for the EMSTF, the eight attributes for excellent companies as identified in " In Search of Excellence " written by Tom Peters and Robert H. Waterman JR (1982) are used, these attributes include: -A bias for action -Close to the customer -Autonomy and entrepreneurship -Productivity through people -Hands on, value driven -Stick to the knitting -Simple form, lean staff -Simultaneous loose-tight properties The operation experience and performance of the EMSTF are then reviewed, based on the study and analysis using the eight attributes, the likelihood of success of the EMSTF is analysed and forecasted. Recommendations and suggestions to enhance and strengthen the services provided by the EMSTF and ways are to improve the productivity and efficiency are also discussed.en_US
