Abstract: The ISM Code, a short form for "International Management Code for the Safe Operation of Ships and for Pollution Prevention" became mandatory for passenger ships, oil and chemical tankers, bulk carriers and some other types of 500 gross tons or over by 1st July 1998. This study takes a typical shipowning company in Hong Kong as a case to examine how the company interprets the guidelines of the ISM Code and applies it to their safety and quality system. Through the interview with the key roles involving in the task in the company and the survey concerning the employees' perception on the implementation of ISM Code and the employees' job satisfaction, some problems were found. These problems may be inhibiting proper implementation of the ISM Code. Some recommendations are made based on these problems. Special consideration is given to the safety culture which is the ultimate aim of the ISM Code. The safety culture's improvement requires the staffs development and continuous training which in turn need the senior management's support.
