Abstract: In this dissertation, the ISO 9002 Certificate procedures as well as the maintenance audit carried out by the Hong Kong Quality Assurance Agency were reviewed. Furthermore under the government mandatory requirement for ISO 9002 certified quality system, the attitude and the company strategy of the certified building contractors were investigated. The findings were summaried so as to compare with the government's initial intention upon the implementation of quality system. Through the face-to-face interview with the representatives of the esteemed construction companies, Construction Industry Training Authority and Hong Kong Quality Assurance Agency, valuable opinion on the result of the quality movement were collected. In addition, this findings and opinion survey were also conducted among the certified building contractors in order to collect their views in respect to the degree of the success on the ISO 9002 quality assurance system. Based on the observations and findings, the whole model of the government's requirement was analysed and evaluated for its effectiveness, success and practicability in achieving construction quality. Recommendations were made for possible improvements focusing on the incentive of the affected contractors with a will to enhance the effectiveness of implementing quality assurance in the industry.
