dcterms.abstractSince the pass ten years, Kowloon Canton Railway Corporation has undergone a number of re-organisation. Training and development function with the emphasis of customer driven is still an effective means to help the organisation grow. Technical training and management development programmes are being focused on technical staff and management staff. Supervisors who are viewed as the bridge between management and floor level staff are being ignored. All the supervisors will only attend a basic supervisory programme and no intention to improve their supervisory skills is revealed. In view of the situation, a supervisor development plan is strongly recommended. Competence being well received by others companies is used as direction in formulating the development plan. A competency questionnaire is designed to elicit the ten most important competencies required for the supervisors'. The acceptance of the resulted competencies is high due to the involvement of managers in the whole process. With reference to the identified competencies, various training programmes which are the most foundamental element in the supervisor development plan van be designed. Following the classroom training, the supervisors are required to practise the skills they have learned from the programmes in their day to day working environment. Mentorinq system and follow-up workshops are being viewed as the next level of the development plan. Supervisors are expected to exchange their opinions with their mentors and also share with each others during the workshops. Once the supervisor development plan is in force, the corporation will have a long term strategy in developing her supervisors.en_US
