dcterms.abstractChina has been very successful in turning itself into a production powerhouse in the short span of just twenty years. Exports from the Pearl River Delta region have by now captured a sizable share of the world market for consumer goods. After China's accession to WTO, the liberalization of manufacturing and services industries, acceleration of economic reforms from state planning economy to market force economy and the removal of trade barriers in China will urge steel traders and logistics providers in Hong Kong in the period ahead to innovate the new strategies in order to maintain its competitiveness as a transshipment hub port in the supply chain system of steel to the Pearl River Delta region. Steel import policy seems relaxing in China after accession to WTO as a new Import registration system of steel was introduced in April 2002. However, China deploys the new barriers such as Anti-Dumping accusation and Safe-Guard quota system to protect the surge of steel imports to China in the transitional period. As a result, the fluctuations in steel demand increase the inventory and operation costs of China's manufacturers. This paper attempts to analyze the strengths, weaknesses, opportunities and threats to Hong Kong as a transshipment hub port after China's accession to WTO and to test the employment of the Vendor Managed Inventory system and the Hub-and-spoke network as the innovative strategies will help Hong Kong for further growth and to maintain as the strategic hub port for the steel consuming market in the Pearl River Delta region.en_US
