Abstract: The study has examined the concept and importance of manpower planning in the provision of health care services in which the personnel is the key ingredient. In theory, a sound manpower planning can enhance the efficiency and effectiveness of the organization because the presence of adequate number of productive and qualified staff. Thus, the lacking of a comprehensive manpower planning might jeopardize the development of health care services for the existence of personnel problems such as low morale, high turnover rate and wastage rate which are considered as the indicators of personnel problems. There are three objectives of the study. Firstly, it is to understand the concept of manpower planning in the process of health care services. Secondly, it is to explore the importance of a sound manpower planning in the provision of health care services. Thirdly, it is to examine the factors affecting the manpower planning process by an in-depth study of a district hospital of the Hospital Authority. The study will include an opinion survey by sending questionnaire to the senior management/department heads of a district hospital including the General Managers, Chief of Services/Consultants i/c/Senior Medical Officers i/c, Department Managers/Departments i/c, Department Operations Managers and Ward Mangers. Additional information was also obtained through personal communications with them. Besides, literature review will be conducted to obtain supplementary information and data in order to make the study more substantial and comprehensive. To elaborate further, four groups of factors, namely, the external market situation, the department, the hospital and the Hospital Authority affecting the manpower planning process would be examined in details after the collection of data. Statistical analysis will be conducted to identify different areas and themes for summary report. It was found that the group of factors affecting the department played a more prominent role than the other groups of factors such as external market situation, hospital and the Hospital Authority in the process. A more detailed discussion on the group of factors affecting the department in the process will be held in the study. These factors included the wastage analysis, existing number of required manpower employed, projected number of retirement/resignation/transfer, required professional skills, staff mix, budget allocated, working conditions, working practices/policies and organizational culture of the department. After the study, it is hoped that a more realistic expectation is for the process and to give general indicators of the potential problems. Several initiatives are proposed on how to bring less pressure on the demand side when drawing up the departmental manpower plan in view of the tight budget in forthcoming years. Moreover, recommendations are also suggested on how to improve the retention of sufficient manpower at departmental level. At the end, limitations of the study are addressed.
