dcterms.abstractIt is common that a large amount of design work is still incomplete at the time of tendering in Hong Kong. In fact, the incomplete design will reduce the accuracy of the Bills of Quantities and affect the certainty of the financial commitment of clients. It also creates a lot of variations during construction. Therefore it is worthwhile to investigate how serious are the situation of incomplete design in Hong Kong. The main objective of this research is to assess the incompleteness of design information at the time of tender. It is especially concerned whether the overall, different types and nature of projects will have different degree of incompleteness. Further the major elements of the incomplete design are also studied. Through the analysis of 100 projects, an interesting result is found. Average over 35% of the design is incomplete. Besides, the ascending order of extent of incomplete design for different types of buildings is industrial, others, residential and commercial. However, there is no strong evidence showing that there is a significant difference in the extent of incomplete design for the private sector and the public sector. It should be noted that all the samples of the Bills of Quantities obtained are Bills of Firm Quantities. Professional in the building industry should aware the firmness of Bills of Firm Quantities which is actually a name but nothing more.en_US
