Abstract: This study addressed the issue of continuous plan estimation for large scale software development project. The starting point of study is to develop a brand-new software project management planning framework to accurately estimate effort, duration and cost with rapidly changing and without the historical datum plight, and then this study also solved technical problems used in framework to improve the effectiveness and efficiency of planning process in a cost-driven and product-driven approach. This study has specified objectives: Developing a systematic or cross-functional software project planning framework to address issues mentioned above. The framework is mainly composed of these key components: 1. Developing an iterative software project planning process to accurately estimate project effort, duration by synthesizing knowledge, methodologies, technique and skills that are widely applied to software engineering and generic project management fields. 2. Implementing software architecture-based estimation technique used in framework by improving existing COCOMO model; in addition, combining function point counting and statistic of sloe (source line of code) to estimate the size of software product to be delivered. 3. Concentrating Upon development methodologies - the SDLC selection and improvement used in framework to estimate the duration of iteration accurately. 4. Piloting-run subproject to collect and analyze actual parameters of project execution; then the method of adjusting estimation deviation is used to help re-estimating effort, duration and cost in an iterative approach. 5. Management style applied in framework to establish high performance project team as expected. This study used qualitative methodology, including interviews, project cases and documentation analysis.
