Abstract: 11kV overhead lines are always scattered in rural areas, stretch radically and are protected by upstream protection devices to supply groups of pole-mounted 11kV/380V transformers along the line. When an 11kV overhead line fault occurs, upstream protective devices will isolate the faulty overhead line section but including the healthy areas unavoidably. For most 11kV overhead lines, no remote alarm will be provided to repeat the tripping-off signal of the protective devices on the poles due to high investment cost. Estimation of the affected overhead line section can only be reflected from trouble calls received. The system to record and manage the trouble calls, fault details and fault handling works is called "Trouble Call and Outage Management System (TCOM)". The operator of TCOM will call emergency van (EV) to attend the affected overhead line section, pinpoint the fault location, repair the fault and restore the supply. It is observed that the time required for pinpointing the fault location is dominant in the trouble call handling process for 11kV overhead line fault. In this dissertation, a decision support system to assist EV to pinpoint die fault location will be introduced so as to improve the overall performance of TCOM.
