Abstract: In the past, R&D is thought to be get competitive advantage of an technological intensity industry or a company. For the low-technology fashion and clothing industry, much recent thought in strategy by the Hong Kong Textile and Garment industry Revitalization Committee has stressed the importance of value-added designs and products for competitive advantage, and form a Fashion Centre acting as a driving force for Hong Kong to catch up with Paris and Milan as a world-class fashion and design centre. It will become a focal point where manufacturers, designers, materials suppliers, exporters and all will converge to produce and display their brand named products under state-of-the-art technology and creative design. However, there are not any news about the progress of the Fashion Centre upon completion of this thesis. This thesis propose, from a R&D quality and performance, resource-based to capability view, that this correlation results from R&D practice leading to a pattern of R&D. To explore this connection, the thesis examine the R&D investment and return having indirect and direct effects on the design and product development department. For small and medium enterprises, through internal R&D committee or joint meeting among company members, suppliers, customers and consultants to have 'shared knowledge', they can get much more knowledge, exchange of resources to sustain their capabilities and competitive advantage. Findings on R&D investment and return that high return performance for those investing much especially for large organizations, in the form of R&D department. By means of internal R&D committee or joint meeting, in order to have "shared knowledge" to build a teamwork capability to generate more idea inspiration for fashion designer and product developers. By this concept, a Webteam through own company investment or joint venture is essential for future design and product development process to catch a "real-time" market news and information to sustain further competitive advantage.
