dcterms.abstractThe District Survey Office in the Tsuen Wan District is responsible for providing survey and cartographic service to the other government offices, public sector as well as the general public. The office gets more than 40 staff of various grades and pools of machine resources supporting the daily productive work. The office has been facing the problems of increasing workload, shortage of staff and inadequate scheduling of resources allocation, but there are no effective solutions. Therefore, a simulation model is developed using Coloured Petri Net techniques to model and analyze the existing job assignment system. The major objective is to understand the current situation and provide insight to the future planning of job assignment. The performance analysis had unveiled both the critical resources and the under-utilized resources in the office. The significance of those critical resources towards the office output are also critically tested. Quantitative analysis of the different possible ways to streamline the work processes and maximize the use of available resources are also performed. Based on the results of the simulations, suggestions are made to improve the resource utilization and office productivity. The developed Coloured Petri Net model is found very useful in scheduling the allocation of resources with respect to the constraints existed and the targets to be achieved. The strength and limitations of the Coloured Petri Net techniques as experienced in this modelling exercise are also discussed.en_US
