Environmental health policy implementation in Hong Kong : a study of recruitment and training of health inspectors in the Urban Services Departmenten_US
This study is the first of its kind to examine the recruitment and training policies of health inspectors since the first health inspector was appointed in 1883. A longitudinal historical approach is used to understand the changes of the policies throughout the period from 1841 to 1994. Search of the archives and personal interviews are the main methodologies used to conducting this study. Different external and internal factors such as the job structure of the profession, the salary system, the union pressure and the social and politicial environment were identified in this study to have much influence in shaping the policies at different periods. Hence, the terms of recruitment varied from the appointment of health inspectors prior to 1938, the appointment of probationary health inspectors between 1939 and 1960, the appointment of assistant health inspectors between 1960 and 1963, the appointment of student health inspectors between 1963 and 1994, to the appointment of probationary health inspectors between 1993 and 1994. Also, different methods of training were provided to the new recruits in accordance with the terms of recruitment. Through this study, the writer is able to give a perspective on the trend of future recruitment and training of health inspectors after 1994. Able and competent candidates are attracted to join this profession. The profession continues to provide effective and efficient environemental health service to the community in the coming years.en_US
