Abstract: In freight forwarding industry in Hong Kong, most of the establishments are SMEs. Similar to other traditional industries, many of their processes, such as carrier selection and load planning, are still using manual operations. Freight forwarders who use computer system effectively are rarely found. However, the effect of globalization and quick response requirements necessitate the use of computer system not only for communication, but also for streamline of the operation. Although this kind of systems is available in the market, it is developed for large enterprises and not suitable to SMEs. Their prices are also very high that SMEs cannot afford. Local software developers are not like to put their effort and resources for this small business sector. Thus, the SME freight forwarders found that the business environment is more and more difficult for them to survive. By having the mission to serve the society, Hong Kong Polytechnic University developed a new system, Integrated Logistics Optimizer (ILO) which is focused on the load plan optimization, taking into account of the cost and volume of packed boxes. It is able to provide expert advice related to airfreight forwarding business and enhancing the logistics operations in relevant activities as it comprises a Heuristics-based Intelligent Expert System (HIES) which supports carrier searching, cargo trading planning, as well as load plan generation. To further enhance the ILO's capability, an RFID-based logistics solution is proposed which is the integration of RFID system with ILO. The solution can facilitate the automation of cargo information transaction and load plan validation, results in increasing data accuracy and reducing operation time. In this study, the fundamental of the RFID-based logistics solution is detail described. To validate the capability of the solution, it is applied in a real airfreight forwarding environment. The application results indicate that the operation time for carrier selection, load planning and validation can be greatly reduced. These can help SME freight forwarders to achieve high operation efficiency, better warehouse management and higher service quality.
