dcterms.abstractRapid change has been a phenomenon of modern times. For the last five years, language policies and language improvement measures which include split class teaching, bridge programme and new English syllabus have been formulated to help in defining and working towards realistic goals for language proficiency. These innovations are crucial for the development of language teaching in Hong Kong. How are they implemented and whether these improvement measures can be operated and monitored depend very much on the leadership and managing style of the English panel chair. However, their managing role has not been studied in depth and has been very largely neglected by recent developments in research. The present study aims to look at the managing roles of the English panel head at departmental level, what issues they deal with when performing the role as a head, problems encountered and the strategies employed in relation to the recent changes of language policy in Hong Kong. The study focuses on three aspects, the centrally imposed language policies, the internal decisions on language improvement measures which affect the English panel and lastly the local policies which affect the whole school. Ten English panel chairs were interviewed and they were asked about their managing issues and strategies. The aspects on organization of the panel, their teaching load, time management, most important duties, time-consuming duties as well as their difficulties were focused. From the findings, the impact of externally imposed language improvement measures on the managing roles of the panel chairs is not significant. The respondents tend to meet the vague and diversify role expectations set by their stakeholders around them rather than gears at the effective management of the panel.en_US
