Abstract: How to measure the workload of Headquarter managerial positions in a scientific and reasonable manner has become one of the most urgent questions to be settled nowadays. The paper mainly studies the evaluation about work relating to Headquarter managerial positions. Through analyzing the function relations between the responsibility of each position and its corresponding workload, the author inquires into the method of measuring the responsibility of each position and its corresponding workload. In the first place, after putting forward the theme, study scope and its aim, this paper studies two aspects relating to workload: one is the research on elements affecting workload; the other is study on the method of evaluating workload. Second, based on the document study and the Focus Group discussion, this paper puts forward five elements that influence the workload of Headquarter managerial positions, namely managerial breadth, creativity, managerial method, managerial depth and resources that can be allotted. Third, this paper collects data of 94 managerial positions and 282 corresponding responsibilities from China Mobile Group Anhui Company Limited. Besides, this paper has descriptive statistic analysis and regression analysis.Statistics shows that creativity, managerial breadth and depth and resources that can be allotted have a positive effect on workload whereas managerial method poses a negative influence on workload. Moreover, the study also found the linear function that affects workload. Last but not least, based on the statistical result, this paper verifies its assumption, draws the conclusion and chooses three positions to verify the linear function. Finally, it puts forward the defects in study and suggestions for further study. The study has an important theoretical and practical value in settling the problem of evaluating workload of mental workers at headquarter managerial positions. What's more, it can be applied practically in measuring the workload of managerial work and thus favors the companies to confirm position number and distribute human resources optimally.
