Abstract: Internet becomes increasingly popular today. There is a genuine need for those tools to monitor the resources utilization of the Internet. Among them, the immediate mandatory application for managing the resources usage of Internet users is the Internet Accounting. Currently, the Internet Services Providers in Hong Kong use the connection time, similar to the IDD system, to the Internet as the basic accounting unit to implement the Internet Accounting System. Researches show the system is inappropriate in the aspect that the Internet is a digital network where the channel can be shared by different users at the same time while the telephone network is an analog network, which occupy a dedicate channel when connection is established between endpoints. A new concept of the accounting system specialize for the Internet is proposed. The new system measure the Internet resources utilization in terms of packets or bytes that exchange with the Internet as the basic accounting unit. A methodology is developed to acquire users' information associate with the packets they deliver to the Internet to achieve user level accounting. On top of the new system developed, the Internet Quota System was also studied in the research. The quota system is more applicable to educational institutes, where generally do not charge the staffs and students for their Internet usage. It may help them to control the expense on the Internet within their budget. Through the proposed system has a limitation to handle multiple users on a UNIX server, the new accounting system was proved applicable for the Internet and reveal the true Internet resources usage of users.
