Abstract: In the recent years of Hong Kong air express industry, new service centers decentralization and development have been two of the important tasks in air express companies. After the new Hong Kong Airport relocation to Chep Lap Kok in 1998, the current service centers location and the shipment distribution network of air express carriers are no longer accurate as they are far apart from the airport than before. However, the experienced planners are facing the difficulty of estimating operation manpower and equipment capacity needed in the new service center. The management team of ABC air express company determines to build a new service center (Y&F) in Hong Kong. The objective of this research is to determine the manpower and equipment capacity required in the outbound parcels operation to fulfil the performance requirements of a developed service center (Y&F) of air express industry by computer simulation. The scope of this simulation cover Y&F service center within the five-year planning horizon from 2000-2004 in Hong Kong. The simulation software, SIMPROCESS of CACI Product Co., is selected for this research. Based on the assumptions and performance requirements identified in the service center, a 2-level simulation model is programmed. By inputting the required parameters into the simulation model, simulation results are generated. In order to get the accurate resource, manual transformation and feedback of each simulation trial output to new input is performed. All these trials must entirely fulfil the performance requirements before accepting the result. The accurate resources setting by simulation in each year (2000-2004) is resulted and it is also used for the operation cost estimation which serves as a reference to the overall service center budgeting. In the research, the accurate resource output can provide important information on the company operation management and increase the competitive edge in the air express industry, especially in a high labor cost city like Hong Kong. It is also expected to improve the capacity planning and resource management by simulation.
